What do you mean by “conserve the flow”?
We can save water in many ways: in your household, close the tabs while not using them (e.g. during brushing your teeth), use water-efficient machines, etc.
But, importantly, the water distribution networks must become more efficient. I assume that more than 50% of the water is loss through leaking pipes in the distribution network between a water treatment plant (where our drinking water is treated) and the houses the water reaches at the end.
