      It always depends on which “system” or which area you talk about: if you consider the Earth, then all water stays the same (no water leaves the atmosphere and disappears in space…).
      If you consider a “groundwater body” or a catchment of a river, then you may have an increase of decrease of water, depending on things like rainfall, rainfall infiltration into the underground, evaporation on the surface, the amount of water humans abstract from a river or from the ground, etc.
      So it really depends on the “scale” you are looking at.
